The boundary condition viscous flow must satisfy is v = 0. This is achieved by modulating the potential down to zero with an fcurve node function of distance, so that all the partial derivatives (and hence the curl) of the new potential are zero at the boundary.

To add this node, drag it into an ICE tree from the \Data\Compounds subdirectory of the Softimage installation location.
