Choose a brush from Paint > Effect Brush > Smear Brush 
and use the brush to smear
paint.
To smear paint
- Select the image layer you want to smear
paint on.
See Select an image layer.
- Choose Paint > Effect Brush > Smear Brush .
- Drag the stylus on the area of the image
layer you want to smear.
TipYou can use any brush as a smear brush by
setting Brush Mode to Smear in the Brush
Options window.
