Decreases the size of transform manipulators by ten units. This is the scripting equivalent of reducing the value of the 'transformsize' user preference (Preferences.TransformProperties.transformsize) by 10.

The transformsize preference sets the size of the transformation axes in the viewport. In the UI you can access the transformsize preference from MCP Transform menu > Tool tab > Transform Axis Display group > Size % slider.
