Flooding a surface with values is like taking a huge brush and applying its settings to the entire surface. The result depends entirely on the brush operation and other settings defined when you perform the flood.
For example, flooding a surface with the Paint operation set to Replace, replaces all the values on the selected surface with the Value you set, whereas, with if the Paint operation is set to Add, flooding adds the Value you set to all the values on the selected surface.
