Converts an RGB color into a UV coordinate offset.
This utility can be used to add a smear effect to UV coordinates using a texture to define how the coordinates are remapped. The In Rgb color is converted to an HSV color on the color wheel. Based on the HSV color position, polar coordinates are determined (angle on the wheel and distance from the center of the wheel). These polar coordinates are converted to rectangular coordinates and output as the UV offset.
