Skeleton > Full Body IK > Change Auxiliary Pivot Placement
 
 
 

Turns off the selected FBIK auxiliary pivot, allowing you to translate the effector to a new position. When a auxiliary pivot is inactive, it is not included in the FBIK solution.

Once you have repositioned the selected auxiliary pivot, you need to reactivate it by selecting Skeleton > Full Body IK > Activate Auxiliary Pivot.
